In the IEEE Transactions on Automatic Control, the IEEE Control Systems Society publishes high-quality papers on the theory, design, and applications of control engineering. The Transactions is published monthly.

Two types of contributions are regularly considered:

  1. Full Papers 
  2. Technical Notes and Correspondence.

All submitted manuscripts should be as concise as possible.

1. Full Papers 

Presentation of significant research, development, or application of control concepts.

Submitted manuscripts must be:

  • typewritten in English,
  • typed in IEEE journal double-column format normally around 12 pages in length, but no more than 16 pages, including bios & photos.

A mandatory page charge is imposed on all accepted full papers exceeding 12 Transactions formatted pages including illustrations, biographies and photos. The charge is $125.00 per page for each page over the first 12 pages and is a prerequisite for publication. A maximum of 4 such additional pages (for a total of 16 pages) is allowed.

Note that the authors will be asked to submit a single-column double-spaced version of their paper as well, under Supplementary Materials (see Section A below). Note that the single-column format is requested on behalf of the reviewers, for the ease of reviewing (if LaTeX is used, use the line \documentclass[12pt,draftcls,onecolumn]{IEEEtran}).

2. Technical Notes and Correspondence

This type of contribution includes brief technical notes, comments on published areas or established control topics, corrections to papers and notes published in the Transactions.

Notes or comments on historical precedence of technical results or on minor errors in outdated papers will not be published,unless the Editorial Board determines the appropriateness of such items on an exceptional basis.

Technical Notes and Correspondence items must be:

  • typewritten in English,
  • typed in IEEE journal double-column format normally around 6 pages in length, but no more than 8 pages.

The charge is $125.00 per page for each page over the first 6 pages and is a prerequisite for publication. A maximum of 2 such additional pages (for a total of 8 pages) is allowed.

3. Special papers (tutorials, surveys, and perspectives on the theory and applications of control systems topics)

Special papers are also solicited. Authors are urged to contact a member of the Editorial Board before submitting such papers.

Important Publication Issues

Submission of a manuscript signifies that it has been neither copyrighted nor published, submitted, or accepted for publication elsewhere. IEEE policy requires that when using their own previously published or submitted material as a basis for a new submission authors are expected to "cite the previous work(s) and very clearly indicate how the new submission differs from the previously published work(s)." [IEEE Publications Operations Manual, Section 8.2.4F] Full details on IEEE publication policies are provided in Section 8 of the IEEE Publication Services and Products Board Operations Manual.

If a submitted manuscript has been published or has been accepted for publication in the Proceedings of a conference, it may be considered for publication in the Transactions of Automatic Control if evidence is provided that it adds value relative to its conference version (for example, it contains detailed proofs omitted from the conference version, or additional numerical results). This ensures consistency with the policy stated in the previous paragraph.

If, at its time of submission, a manuscript has also been submitted for publication in the Proceedings of a conference, it will be considered for publication in the Transactions of Automatic Control with the understanding that, should it be found publishable in both venues, evidence will be provided that its final version adds value relative to its conference version, as explained in the previous paragraph.

Prescreening

The Editorial Board will prescreen all submissions and remove from further consideration those that, in its opinion, do not meet one or more requirements that include, but are not limited to: areas of interest to our readership; quality and clarity of presentation; novelty; significance of contribution. Note that the decisions regarding novelty and technical significance of contribution are made by an Associate Editor and a Senior Editor and are approved by the Editor-in-Chief according to IEEE guidelines. In all cases where a submission does not pass the prescreening stage, it will promptly be returned to the authors. Prescreening decisions are final.

Publication Decisions

After a paper is reviewed by external reviewers, the AE in consultation with the SE will communicate to the authors one of the following decisions:

  • Conditionally accepted (2) - typically subject to changes.
  • Reject with permission to resubmit (3) – significant changes are needed
  • Reject with no permission to resubmit (4)

Note that we normally allow only one 3 decision and up to two 2 decisions.

A. Process for Electronic Submission of Manuscript

All prospective authors must submit their manuscripts electronically (Full Papers or Technical Notes and Correspondence items)

Please go to http://css.paperplaza.net/journals/tac/ and follow the instructions to upload your manuscript file. You will be given the option to upload additional files (e.g., supporting material with your manuscript), as well as a cover message.

Automatic PDF Conversion: If you are preparing your file using MS-Word or LaTeX, the system can convert your file to Xplore PDF compliant file automatically at the point when you are asked to upload your file, instead of an already created PDF file.

  • MS-Word: Upload your MS-Word1 file in the required form, the PDF file will be created for you. Please inspect the file and if margins are within the prescribed gray background, you can simply click on Submit button to deposit your file. Make sure that the path to your MS-Word file or its name does not contain non-ASCII characters. Please be aware that Word 2003 or earlier sometimes has flawed equations (in particular large brackets). It often helps to save these files from Word 2007 or 2010 as .docx files before conversion. If there still are flawed equations these should be redone with the Equations editor for Word 2007 or 2010.
  • LaTeX: Upload your LaTeX source file together with all images, style files in a SINGLE zip archive. The main LaTeX file must be called root.tex. Make sure that the path to your zip file or its name does not contain non-ASCII characters. When converting from .tex2 -> .pdf you have a choice of :LaTeX: use if you have postscript code (PSTricks) or eps graphics in the tex file, it can also handle png and jpg images. pdfLaTeX: use if all images are pdf, png, jpg - does not support eps or postscript without external packages. XeLaTeX: use if you have Unicode fonts. Supports PSTricks, TikZ and all 4 image formats. Auto: Let the system analyze and use the best package. In every case, download and inspect your file. If the output depends on some resources only available on "your" system, it may not appear the same as what you see at the output of your local installation. Documents prepared using "Scientific Workplace" or "Scientific Word" are not supported.
  • Your own PDF file: If you are uploading your own PDF file created using pdfLaTeX, please make sure to use \pdfminorversion=4 in the .tex file preamble, else the generated PDF file will be corrupt.

NOTE: (Security certificate for our submission website): In attempting to access our submission website using Internet Explorer as your browser, you may be warned about a "security certificate" problem. When that happens, one normally sees a screen giving you a few options and one of the options is "Continue to this website". Selecting this option will get you there and should bypass the problem.

NOTE: (Confidential correspondence with the Editor-in-Chief): If you wish to communicate with the Editor-in-Chief on a confidential basis regarding a submission, please use regular e-mail.

Reception Acknowledgement

You will receive an e-mail message acknowledging successful reception of your submission and assigning a Reference Number to your submission. If there was any problem in the reception and printing of your file, you will be notified.

Authors outside the USA: Please make sure that your files can be printed out correctly on standard US paper size (8 1/2 x 11''). For example, with dvips, use the option "-t letter".

B. Copyright and Export Control Compliance

It is the policy of the IEEE to own the copyright to the technical contributions it publishes on behalf of the interests of the IEEE, its authors, and their employers, and to facilitate the appropriate reuse of this material by others. To comply with the United States Copyright Law, authors are required to sign a digital version of the IEEE Copyright Form upon acceptance of the manuscript. Authors will automatically be redirected to the eCF (electronic Copyright Form) after they have submitted the final files. The eCF makes signing a publishing agreement easy. The form will determine which agreement meets your needs and enable you to complete it on-screen.

In addition, the IEEE must also comply with U.S. laws or restrictions pertaining to the dissemination of defense-related information. For more information please see the IEEE Export Control Compliance Form.

C. Style for Manuscript

  1. First page must contain:
    1. Title of Paper (without Symbols),
    2. Author(s) and affiliation(s),
    3. Abstract (must be a single paragraph, not exceeding 300 words for Papers or 75 words for Technical Notes and Correspondence, and without equations, references, or footnotes),
    4. For each author: complete mailing address, telephone number, ELECTRONIC MAIL (EMAIL) ADDRESS and facsimile (fax) number.
    5. Preferred address for correspondence and return of proofs, and
    6. Footnotes (if desired) containing an acknowledgment of financial or other support.
  2. Provide an Introduction that includes a statement of the purpose and contribution of the paper.
  3. If appropriate, indicate advantages, limitations, and possible applications in a Conclusion section.
  4. References should be numbered and appear in a separate bibliography at the end of the paper. Use numerals in square brackets to cite references, e.g., [15]. References should be complete and in IEEE style (see examples in a recent issue).

D. Style for Illustrations

E. Mandatory Over-length Page Charges

A mandatory page charge is imposed on all Full Papers exceeding 12 Transactions pages in length, including illustrations. The charge is $125 per page for each page over the first 12 and is a prerequisite for publication. A maximum of 4 such pages (for a total paper length of 16 pages) is allowed. Details are provided at the time of acceptance; authors are, however, urged to keep this in mind when submitting and revising their papers.

F. Page Charges

After a manuscript has been accepted for publication, the author's company or institution will be approached with a request to pay a charge of $110 per page to cover part of the cost of publication. The author will receive 100 free reprints (without covers) only if the page charge is honored. Detailed instructions will accompany the proofs.

G. Final Accepted Manuscript

When a paper is accepted for publication, the author should make sure that the paper is in the correct Transactions format.

Early access of papers in IEEE Xplore®: The full text in PDF format of each accepted paper, as provided by the author, is posted to the IEEE Xplore® site in the Early Access section, soon after receipt by IEEE, typically within a week. The publication date on Early Access is the publication date of the paper. When the paper appears in print it is removed from Early Access and the final paginated version appears in IEEE Xplore® under the appropriate issue.

H. Author Names in Native Languages

IEEE supports the publication of Chinese, Japanese, and Korean (CJK) author names in the native language alongside the English versions of the names in the author list of an article. Code Ocean and IEEE DataPort™ are now available for authors of the IEEE T. on Automatic Control.

Code Ocean is a cloud-based executable research platform that allows authors to share their algorithms in an effort to make the world's scientific code more open and reproducible. Uploading your algorithms and associated data files to the Code Ocean site is easy. Anyone can run an algorithm posted to

Code Ocean, modify it, and test the modifications. The published algorithm that an author posts will remain unchanged.

Any author that has had an IEEE journal article published on IEEE Xplore in the past five years can sign up and upload associated algorithms to Code Ocean.

Once the algorithm is uploaded to Code Ocean, it will be automatically linked to the associated article in IEEEXplore. Users in IEEEXplore will be able to discover and access the link to run the algorithm in Code Ocean.
