Huthaifa Ashqar Email Biography Dr. Ashqar earned his Ph.D. in civil engineering from the Charles E. Via Jr. Department of Civil and Environmental Engineering at Virginia Tech in September 2018. Ashqar earned a bachelor’s degree in civil engineering from An-Najah National University in Nablus, Palestine, and a master’s degree in road infrastructure from the University of Minho in Braga, Portugal.
