Important Message for UC Authors: IEEE and the University of California have reached a four-year read-and-publish agreement enabling researchers across the university system to publish open access in IEEE journals, regardless of whether they have research funds available to pay for open access publishing. For authors who do not, the libraries will cover the full cost of the open access fee on their behalf, ensuring that lack of research funds does not present a barrier for UC authors who wish to publish open access.
